From my Google research, it appears that the Republic of Korea is the country with the largest number of high-speed mobile Internet users in the world (and the highest broadband penetration in the world). However, when they say 'connecté' here, what exactly do they mean? Are they referring to the above or more than that? I don't imagine they are the top in the league tables when it comes to the total number of Internet users. Or is that what they are inferring?

The meaning of the text is clear enough and you've got it. I would suggest this translation. Indeed, users of mobile phones and the internet are telecom users, aren't they?
Of course, you loose the image "connecté" in the first part or your text, but I think it doesn't matter since the following sentence fully explicitate the first.

Explanation:
Not brilliant, but mobile phone users are certainly neither wired nor plugged in - they are wireless. But you can be "on the line" for a telephone and "on-line" for internet. The French have a word for it!
