I would definitely not ignore the fact that the word risque is used. Insurers don't use that word lightly and it simply cannot disappear from the translation. Nor can you ignore the reason why it's there. A risk is insured or is excluded. The context clearly shows that these risks are included, i.e. "insured" when the time comes to draft the policy. We've just had "établissements assurés" and "risques" is preceded by the definite article, which... defines them for insurance purposes, and not by an indefinite article ("risks, whatever they are") which no insurer could accept. I realise that translators feel more comfortable when all the words they expect are there, but experience of these insurance texts is useful too when things are not clear.
