My first port of call was to check out the Legifrance English translations https://www.legifrance.gouv.fr/Traductions/en-English/Legifr... unfortunately these don't include the Code de l'Urbanisme.
My first stab is something like "deliberation determining/specifying/laying down the RLP"... Does anyone have a better idea?

not sure about the best way to translate it, but:

"délibération" is the debate leading to a decision, here it's in fact a written record of it => the minutes of the meeting.

"prescription" here it's about urban planning, various conditions/restrictions/rules to be respected in urban planning (in this ST about advertising billboards)


Seems that in this case the "why and how the decision was reached" (la délibération) is as important as the decision itself.
