Hello everyone,
I am looking for a standard way of expressing the above in English. It comes towards the end of a notice of the adoption of the budget of an association of municipalities.

Explanation:
"Drawn up" often works well for "établi" of an official document, arguably better officialese than "done", which smacks of a checklist. That's the easy bit.

Now, here comes the wacky argument. "Délibéré" basically means following the fact that the budget has been discussed and, you say approved. I think you could push this bit to say this is what we would put here in English, rather than what is actually there in the French.

Sorry, "drawn up" often works well for "fait" in such circumstances. (Talk about not seeing what is there!)

If you are not wild about "in accordance with the minutes as approved", a lighter version might be something along the lines of :

"Drawn up in accordance with deliberations, on..."

Or some other way to make clear that the "à" is for a place.

  -> Haha! But I have explained why. You would never see "Done" in an decent original English document of this type. "Approved" is probably a good shot for "délibéré".

Explanation:
Presumably many options will be decent.

For "fait", I say "approved", because it's not like they write up the budget on the spot while discussing it. The budget that they discuss at the time it is approved is the end result of other processes. On the date that appears beside the location, probably they read through a budget that was expected to be passable.

You could check various municipalities in English speaking places which tend to have their budgets posted on municipal websites and see whatever they sign off on. But I don't think many of them would seem quite right for "fait et délibéré"

In the context, they have really "presented" the budget and not "deliberated".

Perhaps you feel comfortable to take some liberty and say "presented and signed at"?

The "deliberé" aspect might refer to its having been voted on. What I feel is missing in the original is that the specific mechanism which enables to sign on it is not clear in "deliberé". So in "presented and signed", you could then wonder what approval/voting/etc process is in between the presentation of it and signing of it.

I think "approved and signed at" would work.

Asker: Thanks for your input, NJ. I understand what you mean. The thing is, these mayors have actually already met, considered and adopted the budget. What I'm translating is a press release of sorts. So, the "fait à" should normally be "done at", followed by the place where the meeting took place. What I find trickly is the délibéré" bit.
