I am struggling here with the context for the word "domaines" and I'm not sure whether it means countries or regions within France.

The whole sentence (with previous sentence for context), from a French news article about whistle-blowing laws in France, is as follows:

Les lois ont en particulier omis, à l’exception de celle sur le renseignement de 2015, la question du secret professionnel. Or, le viol de ce secret (médical, fiscal, lié à la défense nationale, etc.) est pénalement répréhensible dans de nombreux domaines.

My translation is as follows:

With the exception of those passed in 2015, these laws were silent on the issue of professional secrets.
However, the sharing of secrets (medical, fiscal, concerning national security, etc.) is penalised criminally in many countries.

If someone can confirm I would really appreciate it. I have no idea whether in French law there are any regional discretions for application of the law or whether I've just over-analysed this and we're talking about other countries.

You'll probably get a much more natural turn of phrase in English if you express the first part with a noun, thus:

" ... is a criminal offence..."

Unfortunately, you have got hold of thewrong end of the stick for "domaines". It has no geographical meaning here, bt is rather referring to domains in the sense of areas, fields, domains of work, study law, whatever.
