@Peter we are discussing meaning of words here, not political organisation.
As the noun implies DEcentralisation only happens if you had centralisation in the first place.
It is about the State GIVING UP not about how much it is centralised or not in the first place.

Yes, but what are the subjects they have responsibility for? Their extent is just the point in my opinion.
Referring to examples might be useful here: a Swiss canton, a German Land and an American State are decentralized entities as I see things, but not a French Département or a County in the UK. But where is the borderline? Some local authorities have extended powers concerning the use of a language, the Alto Adige district in Italy for instance, but it goes no further.
There are a number of cases and each one is specific.

@Peter local authorities have full authority and they can create their own rules on any subject they have responsability for, that's not the point.
"Décentralisation" is about the State giving up some of his responsabilities and handling them to lower levels of power.
They might not be able to create new "rules" on these new powers...
It's all about making decisions not necessarily adjusting/changing the rules.

I would just like to add that when I was a student in Paris (some time ago...) a professor taught us the difference between "décentralisation" and "déconcentration" concerning local public administration.
As far as I can remember, the latter just means cutting down on bureaucratic processes, with no actual legal power being handed down, which remains the core matter here.

Yes, I agree with Ana. Local and regional "authorities" must of course have some "authority", but it may just be to enforce existing rules (set by central authorities) and not to actually create new rules. That is why "decentralised" cannot be missed, in my view.

"décentralisées" implies a transfer of competences - more leeway given to local authorities to create their own "local rules" instead of being forced to apply "one-fit-all" rules imposed from above;

there is absolutely NOT any assumption that any at all "local and regional authorities" will be / must be "décentralisées" - very far from that!

Je ne connais pas la situation au Cameroun mais décentralisée n'est pas équivalent à local et certainement pas à régional, faudrait-il qu'il y ait des régions...
Une collectivité territoriale en France ca peut être une ville, un departement, une région...
La décentralisation implique un transfert de compétence/pouvoir, elle est relative à une fonction pas a une zone territoriale.
