agree  philgoddard: Kashew's "regulatory framework" is OK too, but would involve using the idea of "regulation" twice in one sentence.

  -> Thanks, Phil! I think the notion of 'standards' is quite important here: it is the application of the standards laid down that lead to the regulation.

agree  B D Finch: I agree with you that this is prior to or in place of any "regulatory framework".

  -> Thanks, B! :-)

disagree  Daryo: "standards" is too narrow in meaning - here it's about "les normes juridiques" i.e. various legislation adopted by national parliaments, very little to do with AFNOR, BSI, DIN, SAE & Co + where is the image of "une armature"?
5 hrs
  -> Well, I certainly interpreted it (from the scant context given) as meaning environmental etc. standards; and surely 'framework' renders 'armature' well enough, both literally and figuratively?

regulatory backbone

Explanation:
"armature"= a solid frame supporting other elements, giving strength to the final assembly

"armature normative" = a collection of "norms" i.e. various regulations that make for a "solid frame" that supports the protection of the environment.

neutral  B D Finch: Linguee has a nerve calling itself a dictionary and has gone downhill (even further) since one can no longer rate its entries.//Does it fit « empire » de la « connaissance environnementale »?
1 hr
  -> Yes, maybe, but they give umpteem examples of regulatory framework - convincing enough for me. Although Structure seems even better.

neutral  Daryo: Linguee is mostly waste of time too few gems too much useless "background noise" // OK for "regulatory" but "framework" is a pretty bland and dull rendering for "une armature"
3 hrs
  -> How about basis or STRUCTURE? Ce qui maintient, soutient ; base d'une organisation : Entreprise qui a une solide armature financière.
