The Mayor is extolling the virtues of the citizens of his municipality, saying:

"[Nom de la ville] a toujours été une société bien organisée, solidaire et harmonieuse, constituée d’une population généreuse, tolérante, ***compréhensible*** tout en étant à la fois déterminée et fière."

Can one speak of "comprehensible population"? I wondered whether the word might be used in the sense of "inclusive" since the verb "comprendre" can mean "to include."
