This is not guesswork, but the confidence level is low for the following reason : is it not possible in context that the teachers have changed their mind? That is another meaning for the expression "revenir sur". Are the teachers returning to their original claims or they instead going back on what they had originally affirmed? Both readings are possible. The bigger story should make it possible to decide which is appropriate. I just though it important to make the point that this other meaning could apply.
