It's an article concerning the social phenomenon where some Tuaregs are claiming a national identity. For example, in this article the person in question sees himself as bout Tureg and Nigerian. I don't think "token" quite covers the meaning so I'd like to see other suggestion.

Thanks to everyone who responded. After reviewing the context I think this is the best answer though I think "symbolic" comes close but that doesn't sound like something someone would say in these circumstances and for him to feel he needed to respond to.

Thanks to everyone who responded. After reviewing the context I think this is the best answer though I think "symbolic" comes close but that doesn't sound like something someone would say in these circumstances and for him to feel he needed to respond to.

neutral  nweatherdon: not convinced yet its along these lines, but I think symbolic would be better than token, particularly if it may have some relationship to stakeholder participation, this would be carry a more respectful tone. But that may be going beyond translation ...
