This appears in a legal book written in 1951 - french law for foreigners. The sentence appears in a section which discussed the penalties imposed on illegal foreigners.

I am quite simply stuck on this sentence, as a direct translation of 'campagne'- a compaign seems to be incorrect. Any help appreciated.

although there's nothing wrong with "campaign", a campaign being a concerted surge in activity, not necessarily of the military kind (a vaccination campaign, a campaign to popularise reading, an electoral campaign...)
