Could be "sent to" but the repeated 6051 makes me think otherwise.

Thanks for both suggestions. The association with "6051" is still very odd so I left it as is with a translator note. The QM at the agency agreed. However, "exp" on it's own would mean "expéditeur so I have given the points to this suggestion.

neutral  Nicolas Gambardella: 6051 is perhaps a code for the type of communication? The CICU and HAD are located in different places, so at least the letter is sent several times towards different addresses.
