This is a letter to a municipal mayo from a construction site engineer. Here's the context:

"Nous tenons à vous aviser qu’un incident aussi intolérable qu’inacceptable, rarissime et isolé, s’est produit vendredi dernier dans un stationnement réservé pour notre chantier de l’avenue XXX. Quelques individus de l’un de nos sous-traitants ont peint des graffitis haineux sur le véhicule de l’un de leurs confrères parce que celui-ci ***en disposait à la ferraille*** le jour même."

This is how I understand it, that a worker was about to get rid of his car (taking it to the scrap metal yard for example) and his colleagues covered it with hateful graffiti on the day he was about to do it.

Ferraille = scrap metal
