This sentence is also giving me trouble. I cannot find a good English equivalent for the authorizations/acronyms. I am translating from French to English.

Cette dénomination d’ARB recouvre en fait l’ ARRD N° 752 attribuée légalement à la société en tant qu’Autorisation de Réfection d’une Route de Désenclavement.

This ARB name in fact overlaps with the ARRD No 752, also legally known as Authorization to Repair Cleared Roadways.

'désenclavement'. Something which is 'enclavé' is isolated, cut off.

Reading both terms together, it seems to me clear that the road requires more than just resurfacing. That is why I have used the term 'access road' for "route de désencalvement" as without this road, there is no access.

'Permit' is often used in UK English for 'aithorisation' but I not be shocked by the term 'authorisation' here.
