I imagine that although the state actually owns the forest the public don't have a right of access, hence the word 'private'. Difficult to be more precise without the context.

You could add the word 'estate' to the answer but I think a forest is a forest.

  -> Yes indeed: private in the sense of no logging rights but the public still able to come in and pick mushrooms or whatever - as in all French state-owned forests
