At any rate, you should avoid reading "en amont" as "uphill", which would be "destiné à l'exploitation forestière en zone de moyenne montagne" or any similar phrase. "En amont" is standard industry term in French to denote that side of the industry involving extractive operations (logging, skidding, etc.) from the forest to the sawmill. "En aval" is the portion downstream from the mill, involving second and third stage processing down to the finished product. Hence the timber industry in such flatland areas as the Amazon or Siberia does have "un amont" and "un aval".
