I have found this translated as both "species of trees" and "species of shrubs." I'm leaning towards the latter (arbustive ~ arbuste ~ shrub)

Anyone have an opinion?

Explanation:
Well, since they talk about sylvicutlutre and forêt naturelle, it would seem more likely they are talking about trees, wouldn't it? In a woodland situation, one might talk about 'bushes', but hardly shrubs, I'd have thought, which sounds to me more like a horticultural term.

Do they perhaps mean 'trees at the sapling stage' — what is this stuff, some kind of herbicide, or insecticide?
