The context here is a section of a financial institution's social policy towards "personnes fragiles et vulnérables". My parsing of this language leads me to believe "en promouvoir l'équipement" is a reference to their offerings to Fragile Populations. Could 'l'équipement" in this sense be referring to "reinforcing" or "strengthening" these offerings. I unfortunately am not understanding any typical translation of the term in this context...
