today this term is fashionable in France. It means something like "connecting all the departments" or even 'interdisciplinary"; they use it to mean that things will no longer work as separate discrete entities, but all together. In this case, I might try something like 'across the board' but it means "things that apply to everyone/ all departments...

Asker: Cynthia, thanks. That was kind of my gut sense on this. I had come up with "overarching" but didn't feel comfortable with its lack of "intersection" in the word.
