Full sentence: "Les parties déclarent avoir été averties de la nécessité d'établir entre elles un relevé des compteurs faisant l'objet d'un comptage individuel."

This portion of the property deed is talking about "supply and distribution contracts", i.e. utilities, etc.

There may well be a simple solution to this that is staring me in the face, but I can't seem to work out what is going on... more particularly in the last bit.

Explanation:
It simply means that were there are individual (presumably private) meters being used to record each dwelling's consumption, it is up to the co-owners (etc.) to organize amongst themselves the individual metr readings, which will then be sued to apportion the overall bill received from the main meter that is read by the utility company.
This is commonly done in blocks for (say) the water, because of the constraints of piping; EDF have traditionally been rather more inclined to fit individual elctricity meters, as obviously wiring is easier than piping!

« établie entre entre elles un relevé... » — very literally, 'establish between themselves a reading... "; but probably more natrual as something like "jointly read the meters..." etc.

=>
"The parties declare having been instructed on the need to establish between themselves a statement of the individual meter readings."

This means that all individual meters should be read the same time, the main meter is read by the utility company. Otherwise discrepancies between the summary of individual readings and the main reading will arise, which have to be allocated to each co-owner proportionally.

neutral  Tony M: Nothing in the source text says it's simultaneous; your logic is correct, but it amounts to over-interpretation. NB: 'relevé' here simple means 'meter reading' — no "statement" involved here! But in FR, 'relever le compteur' = 'read the meter'.

  -> "statement of meter reading" is not off the subject. Normally a statement is dressed up between the parties to avoid any dispute or quarrel and to document the readings for fürther processing.
