Again, some issues with your proposal:
1) We wouldn't refer to this ias a 'line' — the 'liaison' is in fact the 'bond' itself, but see my comments below about re-phrasing so you can use 'bonding' which is better here.
2) I wouldn't use 'implemented' — the s/t doesn't say 'mise en œuvre', for example: 'réalisé' here just means 'done' in essence! You don't 'implement' a light-bulb — you 'fit' it.

"Equipotential" means essentially that the entirety of an earth (ground) network/mesh is all at the same potential (voltage) so that there is no (or little) possibility of current flowing from one point to another. Perfectly bonded perfect conductors will always guarantee this situation, but occasionally, due to poor welds or corroded bolted joints, this will not be true.
