This is from a document on public procurement in Haiti. I'm really not sure about the sentence that contains this phrase.

En effet, l’effet multiplicateur (M) se traduit par la capacité des économies, en développant leur attractivité et leur compétitivité à faire profiter le tissu économique de la création de richesses réalisée sur son territoire (Florentin et Chabanel, 2016). Donc, l’augmentation de la valeur ajoutée du secteur va avoir un impact sur la croissance économique.

durablement au tissu économique local afin de favoriser
l’emploi, la cohésion sociale et la résilience du
territoire. Pour les territoires et les entreprises qui
souhaitent s’investir dans le développement local
tout l’enjeu consiste à favoriser la diversification
du tissu économique vers les marchés locaux les
plus porteurs.

When you read the publication, "capacité" is being meant in the sense of "ability", and "économies" in the sense of "an economy", not in the sense of "economic".
"Econonmic capacity" strikes me as a msitranslation in this context.

neutral  Nikki Scott-Despaigne: Sorry, but I think this is an inaccurate reading of the original.//Changed to "neutral". I see that you mean "capacity of an economy" (i.e. ability to perform sthg). "Economic capacity (ability) is not the same the cap/ab of an economy to do sthg, IMHO.

agree  nweatherdon: I'm was more focused on the forest. It IS about economic capacity. But here it's the ability to increase that capacity. "The capacity of the economy to increase it's capacity". Well, I would have said it differently, but technically I think you're right

  -> I see what you mean. With the extract posted, "la capacité (des économies)... à faire profiter le tissu économique de..." does point to capacity as an ability and I think it's best to use the difference here in English.
