This seems like an oxymoron to me. How can you have "harmful benefits"?

La surveillance des aires impliquent la construction de postes dans les environs immédiats de ces espaces. L’intervention prévoit la construction de 14 postes dédies à la surveillance des aires protégées. Leurs coûts ont été estimés de manière similaire à ceux des postes de contrôle frontalier s’élèvent à 1.5 milliards de gourdes. Les avantages préjudiciables constitueront aussi un coût et se sont étalés sur la periode étudiée, totalisant 81 millions de gourdes.

agree  Jennifer Levey: That's my reading, too. But an "avantage" could be "préjudiciable" to one's own projects, too - eg. if the new project means writing off earlier projects before they've been fully amortized.
