agree  Tony M: Yes, but do note this would be very much EN-US usage, the term 'dock' is less used in this sense in GB. / However, in the light of the important added context, this would be quite adequate; though as BDF says 'bay' would be more usual in EN-GB

Of course, without context, we don't know what kind of 'déchets' are involved, and hence whether 'waste material(s)' is necessary or even correct.
Likewise, we don't know for sure why there is a 'quai' for them — presumably they are going to be loaded onto some form of transport for removal and disposal; but it could of course be the other way round: incoming waste for processing.
So many unanswered questions, due to lack of context. Might be hazardous waste / medical waste / food waset, etc. etc.
