It seems to mean "processes of accepting new software/equipment" ?

'acceptance testing process / procedure' might work — but sadly, this wooly term 'chantier' is used in such a huge variety of ways, there is really no way to find a 'one-size-fits-all' solution unless you have a great deal more context to work with. You may find, for example, that there is a 'chantier' for rollling out some new software — in that instance, you might find 'deployment project' could work, for example.
