Under heading "conservation des films"

"Ce débat autour de la conservation de la totalité des films d’une collection date de la création d’INEDITS. Si l’Association INEDITS n’a jamais pris position sur ce débat, elle recommande aux archives de se rapprocher quand cela est possible afin que cette collecte soit effectuée le plus largement possible surtout quand ce sont des motivations d’ordre territorial qui limite la collecte."

does "se rapprocher" here mean something along the lines of "work together"

Explanation:
In the context it might mean to merge, for a more cost efficient work in archiving those films... when its possible, having one archiving facility instead of two or three, more centralized, etc. That's my guess, see also "rapprochement d'entreprises" with this exact meaning.
