"Removed from the electoral roll while overseas/abroad" ? C'est la mention qui me vient à l'esprit. L'Australie et la Belgique ont des systèmes similaires pour le vote (obligatoire et puni d'une amende en cas de manquement, donc il faut pouvoir faire un suivi des personnes).

Hi Tony, ah I see, so if that was indeed the case (they left the country during a certain period) would the technical term be 'struck off for being abroad'? I believe that is indeed the case. I'm afraid I don't have much context to go on either.

I think more of your context is going to be vital here!
In the light of the rest of the document, is it logical to assume that during a certain period, this person left the country, and hence was 'struck off for being abroad'? This is relevent in cases of establishing residence, as extended periods abroad annul prior residence and "start the clock" all over again.
