I am translating a very poorly-written divorce decree issued in Cameroon. I will be adding a translator's note to this effect, but I am just trying to grapple with the intended meaning of one more part. The paragraph reads:

"Attendu que (name of plaintiff) a versé au dossier un certificat médical légal attestant des violences de son époux et constant régissant les parties qu'au regard de la loi".

So far I have:

"Whereas (name of plaintiff) has submitted to the file a legal medical certificate attesting to the violent actions of her husband and ......."

I am wondering if "constant" should be after "violences", but there is no agreement! Even if I assume this, I am lost. I would normally translate "régissant les parties" as "governing the parties", but it doesn't seem to link in with the first part of the sentence. And should it be "au regard de la loi"? Perhaps the "que" is superfluous...

Daryo: yes, that's what it's supposed to mean, but there’s a small fly in the ointment: it fits in this sentence like a square peg in a round hole … so the whole sentence has to be dissected to find out what was the intended meaning - if possible
