This is a set of specifications in Quebec French for trailers (as in trucks, not movies). It also seems, in places, to include aspects that don't apply just to trailers, but also to forklifts, cranes and vans. I'm giving you as much context here as possible:
"Hauteur de chargement = Espace libre en hauteur et pleine largeur entre le plateau et le toit du véhicule ou la limite légale en hauteur du véhicule.
Hauteur de plafond = Distance libre depuis le sol pour l’élévation du mât, de la charge, et du dossier de charge.
Hauteur à atteindre = Hauteur mesurée depuis le sol jusqu’à la surface supérieure du ****plat des fourches.****
Hauteur des portes = Espace libre depuis le plancher sous le cadrage de la plus basse porte à franchir avec une charge.
S’applique aux bâtiments, conteneurs, camions, etc.
Hauteur du dosseret d'appui = Hauteur mesurée du dessus des fourches au-dessus du dosseret d'appui."

Hauteur à atteindre = Hauteur mesurée depuis le sol jusqu’à la surface supérieure du plat des fourches.

= how high you need to elevate the supporting surface of the forks - the flat surface of the protruding forks that support the pallet (practically all load are on pallets)

this is a requirement derived from the dimensions of the trailer.

Any forklift that can lift its forks at least that high will be usable (if also satisfying other requirements like maximum load etc)

but the measurement of that required vertical reach is done in relation to
