David makes a valid point here: the price differential is not enough to cover very much in the way of 'customizing'!
I think this is more about perhaps having some basic furntiture, like a table and 2 chairs, on the stand, and possibly some rudimentary lighting, for example; simple, basic things that are not in themselves 'custom'.

neutral  Tony M: Not quite exactly... please see my explanations below and above. It sounds odd to you, because it is technical jargon in the industry, whereas your term is not. 'Dressing' is used in many technical fields, e.g. theatre.

agree  David Vaughn: I don't completely agree with the explanation. It is clearly not a "custom dressed stand" here, obvious from the price. Rather it is some kind of standard treatment, but which is not defined in the excerpt we have. But even poorly dressed is dressed.
