French term or phrase: socles actifs
Hi everyone,

I'm struggling with how to translate the term "socles actifs" in the following sentence in a document promoting real estate opportunities in a big French city:

"Nous voulons dans le même mouvement y inventer le quartier d’affaires de demain, en repensant l’urbanisme, avec la mise en œuvre du principe des *« socles actifs »*, c'est-à-dire des commerces et services au rez-de-chaussée des immeubles."

Here's an example of a "socle actif commun" that was translated as "shared active base", but I haven't found any other uses of the term so I'm not convinced: "http://www.foncieredesregions.fr/solutions/bureaux/patrimoin...

It basically sounds like mixed-use development, but since they use that term elsewhere in the document, I probably need something different. I was thinking that "ground floor retail" from the site below could work, or taking out the expression altogether and just going with the description.

Any better ideas from urban planning buffs?

Thanks in advance!

This means the lower levels shape the streetscape, and sensitively relate in design and materials to the scale and activity of existing nearby buildings. The building's first and even second levels need to house a variety of shops, small businesses, co-work space, and community support spaces that fulfill residents’ needs."
