Le maître d’ouvrage est la personne, morale ou physique, publique ou privée, propriétaire ou affectataire d’un patrimoine immobilier. Il doit assurer la bonne gestion à la fois prospective et curative de son patrimoine. Il effectue la programmation des opérations nouvelles pour lesquelles il doit raisonner en coût global sur la durée de vie du patrimoine. Il peut confier la conduite d’opération à un prestataire.
