A question directed mostly to people residing in Finland and aware of how the legal system works:

I've got a sentence in my document saying: "Valtion **varoista** maksetaan X:lle palkkioksi ...100 euroa, joka Y taloudelliset olot huomioon ottaen jää valtion vahingoksi."

I know "vara" would take several translations, among which "allowance" or "reserve". Which one would be most appropriate in this case? Would it be state allowance or state reserve?
