Erkki's response above is correct, but again, depending on the context (and register) could also go along the lines of "there is/will be no unnecessary access by staff to the specified data" or "the specified information/data will not be accessed unnecessarily by staff members" or "the specified information will only be accessed by staff as needed" or "so that the specified information cannot be accessed by staff, unless needed" etc. etc.
