I have two suggestions. For me they appear equal. For a native just one of them or neither may be acceptable.

... to cater for growing more chained trade/commerce throughout the Baltic Region.

Nevertheless, the main idea, IMHO, in the Finnish sentence is that the group is preparing for the commerce/trade coming more and more chained.
