I was reading the article regarding Betuweroute in Netherland and found one word which is not familiar to me.

"Betuweroute Route is built as a rail link dedicated to freight transport (dangerous goods included) between the harbour of Rotterdam and Germany. No passenger trains will be allowed. There are five tunnels on the line and one railroad enclosure, all of them with two tubes and unidirectional rail traffic."

In the article above, what is "railroad enclosure" all about?
