It's a huge Excel file with shipping conditions and INCOTERMs. I am going to ask the client for some context.

You must have some context. What is the purpose of the document? If the client hasn't told you, ask.
Some years ago, when I didn't have enough experience to know better, I agreed to a client's request to start a large project by translating some files containing lists of highly technical terminology with no context. The client wanted these to start inputting text to a computer program and had not yet completed writing the rest of the files involved in the project. After delivering those first files, I was then given the rest of the project (some 200,000 words) and discovered, now that I had some context, that much of the terminology I had used for the first files was wrong.
