As a competitive swimmer for my whole life I understand this the way workouts are organized or some public pools are set up
- lane 1: casual swimmers, keep them close to the ladders and pool edges, they will be more confident
- lane 2: lap swimmers: they do not always swim fast, but seldom stop and stay a while
- lane 3: competitive swimmers: may go fast or do specific drills with strange tools (paddles, fins, snorkels...), look at them but do not interfere if you're not in this guild

This is like creating "slow vehicles", "car pool" or "fast" lanes on a freeway: each person will be in the best environment for his development
