Excerpt of a letter from CC's administrator to their tenant/resident.

[XY - name of the county] County Council are currently carrying out regeneration works in [name of the district] and **as a home owner** we would like to offer you the following works....

I got stuck at an apparently simple phrase and I keep asking myself: who is the "home owner" here? Structurally, gramatically and logically it seems to me that it refers to the County Council but I am not 100% sure... Could you, please, confirm that I am right (or wrong)? Thanks in advance.

It sounds like the home owner is the tenant/resident on the receiving the notice, and is assumed to be a home owner.
It could have been written in a easier to understand format.

it's not the city council (they are the institution sending the notice, not the home owners here).
