agree  Tatiana Nero (X): 100% on what zoning in the US is. Regarding the "challenging zoning", it might be that restrictive zoning makes properties more attractive and hence makes the market more competitive.

agree  juvera: Yep, industrial is the other important one to remember. Probably they are reluctant to re-zone any land to residential, if it has a different designation at present. But it seems, that the balance of existing zoning is not favourable for housing.
