Does it refer to the term 'call something out' meaning 'to scold or criticize'?
The whole extract is about a term 'challenging behaviour' that is used about people who react externally to stressors (very often people on the autism spectrum). I'm not sure about this 'calling out of autism' especially that the author uses inverted commas.
