I know redundant here is not a noun, but if you read the Wikipedia article to the link which you posted, the first sentence tells you that it's a back-up or fail safe system to increase reliability of the system.

If you replace "redundant to" with "a back-up system to", I think you will have a better picture of what the sentence means.

disagree  Daryo: absolutely NOT - in a month, in a year, in a century of Sundays .. when it comes to safety of nuclear equipement, "redundant/ redundancy" is highly prised and extremely valuable, nowhere near the meaning of "surplus to requirement"!!!
