I looked to see which government ministries were involved and it seems the Prime Minister's Office and the Ministry of Science were the main government ones (along with Japan’s Science and Technology Agency and the Japanese Atomic Energy Commission and the international Atomic Energy Commission but the Ministry of the Environment and of defence must also have been involved

The task of the new office was to make preparations to realize the new control-body under the Ministry of Environment (MOE) in April 2012 including the necessary legislation for this.
