English term or phrase: confinement
The radioactive material confined in the primary containment vessels (PCVs) was further released directly to the environment either in a controlled manner, i.e. by venting of the reactors’ PCVs, or in an uncontrolled manner upon damage and failure of the confinement structures.

Since the normal containment cooling system stopped as a result of the loss of on-site power, operators (in Units 1 and 2) also manually initiated emergency containment cooling systems to remove the residual heat discharged and dissipated from the RPV to ensure control of the confinement function.

More info: In the first sentence, we have "confinement structure". If you Google these two words, you can see many pictures of "confinement structure". What I'd like to really know is that does "confinement function" in the second sentence refer to the same concept? In other words, is "confinement function" the same as "the function of confinement structure"?

(role of the) confinement (structures is to confine the radioactive material)
Explanation:
so the structure does the confining and the role/function of the confining is to
confine or retain the radioactive material within the structure

https://www.iaea.org/ns/tutorials/regcontrol/intro/glossaryc...

A barrier which surrounds the main parts of a facility containing radioactive materials and which is designed to prevent or mitigate the uncontrolled release of radioactive material to the environment in operational states or design basis accidents.
Confinement is similar in meaning to containment, but is typically used to refer to the barriers immediately surrounding the radioactive material, whereas containment refers to the additional layers of defence intended to prevent the radioactive materials reaching the environment if the confinement is breached. Hence, for example, in a nuclear power plant confinement may be provided by the reactor pressure vessel, whereas containment may be provided by the building housing the reactor. In a repository, confinement may be provided by the waste form and its container, whereas containment may be provided by the surrounding host rock.
