English term or phrase: it is during
I am translating portions of a CNC machine user manual, probably written by a Japanese technical writer. The section that I have trouble understanding can be seen here: http://tinyurl.com/ybwtjo66

In item 2-4, in the column headed “Contents”, it says:
,,Decides whether it is during machining……. . When it is not during……’’

I can’t make out what ‘’it’’ refers to in these two sentences. In my opinion there’s something missing in the two sentences.

Any help would be greatly appreciated.

Explanation:
"It", in both sentences, refers to the G194 command, which is acted upon in a manner that depends on whether or not the machine is currently machining (cutting something) in accordance with the status of the upper and/or lower turrets. Where it says "command", it in fact refers to an "interrogation".

Decides whether it is during machining based on execution states of programs for the upper and lower turrents.

--> (bearing in mind that command G194 is only executable from the right turret, as stated in the note):

The command determines whether, at the moment in time when it was issued, the machine was busy machining (cutting), as indicated by the program status (codes/flags) of the upper and lower turrets.

IOW, command G194 queries the current status flags of the upper or lower turrets to check whether the machine is "busy cutting". If those flags indicate that machining it not taking place, then the G194 command initiates a "wait" (pause) until …

Just for the record, what is your translation of "Kissing Standby"?

Notes to answerer
Asker: Thank you Robin. As for ''kissing standby'', I think this means ''ready for the transfer of the workpiece from the left spindle to the right spindle'' - as suggested by Geopiet in http://tinyurl.com/y9l8rl45 .

agree  Katalin Horváth McClure: Yes, as B. D. Finch says above. The original Japanese was most likely 加工中, and "machining is in progress" would be the best translation for that in this case.
