I would appreciate some help with the last part of this sentence. From the context I've been working in, I believe this means the community organizations serve families and children enrolled in the Early Head Start and Head Start programs, as well as other low-income families with young children.

Does this seem like a correct interpretation of the sentence below? And is the syntax convoluted or am I just tired?
