I don't like stealing answer. This answer is implied by Ken Cox in his comment on Nesrin's answer. But since he himself did not propose this, I have no choice to voice my opinion.

The key is the title: ccOPEX CHAMPION Training.

Per one definition: champion = a person who vigorously supports or defends a person or cause.

To be successful, a project shall have champions: people who vigorously support and endorse it. And who are better champions than those that will be impacted by it? Some managers shall take benefits from it. Still, some other managers may have their work doubled with no compensation or their authority cut. It's better to stay neutral by just saying "impacted by".
