Please tell me is the last sentence correct?
In the terms of ICT and e-government development, strategic leadership roles and responsibilities are twofold and in developing countries are certainly more difficult. For example among developed countries realization of changes, modernization or globalization, privatization, decentralization and liberalization or marketization are not new or unknown issues and some experiences are available in e-commerce. In developing countries, in contrast, majority of those criteria or measures are new in the area of society ideology or high policies.

Note THE majority. "These" is better than "those" in this context.
"Society ideology" sounds awkard, "the ideology of society" would be better, but I think "social ideology" is probably what you want.
"High policies" sounds odd. "High policy" would be better ("policy" here covers all kinds of policies so does not need to be plural).
Or possibly you mean "high-level politics", which is rather different.
