In your opinion, what is the meaning of "make up" here?

(I'm editing the fragment's translation into Spanish, which reads: "queremos enfatizar que existen personas * que se hacen pasar por nuestra compañía *, y nosotros..."

... So the translation seems to assume that in the source text, "make up"= invent/ impersonate.
