Asker: So, both to the existing shareholders and to others (third parties)? Still wondering...

Asker: I mean: (1) Approval of other shareholders and parent comp. is required to sell to other shareholders, and (2) Approval of other shareholders and parent comp. is required to sell to others (I know they are third parties).

Asker: Initially, I thought that approval of other shareholders and parent comp. is required to sell to others (third parties), but not required to sell to existing shareholders.
